I spent my childhood in an apartment behind the two outlined windows. This is a major street with a tram stop nearby. The blue store used to be the butcher shop. Because meat was always in short supply, the butchers were the upper class under the Communists because they sold most of the meat supplied to them on the black market for a premium price. Which is why their shop was often totally empty. Despite that, there was a permanent line of hopeful shoppers in front of the store, just in case something were to be delivered.
